2019 Assignments of DepEd Undersecretaries and Assistant Secretaries

AMENDMENT TO DEPED MEMORANDUM NO. 019, S. 2019 (Assignments of Undersecretaries and Assistant Secretaries in the Department of Education)

1. The Assignments of Undersecretaries and Assistant Secretaries in the Department of Education instituted under DepEd Memorandum No. 019, s. 2019 are hereby amended, as follows:

a. Dr. Diosdado M. San Antonio, Director IV, is designated as Officer-In-Charge (OIC) of the Office of the Undersecretary for Curriculum and Instruction in the light of the retirement of Undersecretary Lorna Dig Dino effective April 24, 2019. As such, he is assigned to oversee the operational activities and to coordinate the programs and the projects of the following bureaus, offices, and units, jointly with OIC-Assistant Secretary Alma Ruby C. Torio, effective May 16, 2019:

i. Bureau of Curriculum Development (BCD)
ii. Bureau of Learning Delivery (BLD)
iii. Bureau of Education Assessment (BEA)
iv. Bureau of Learning Resources (BLR)
v. Teacher Education Council Secretariat (TECS)
vi. Literacy Coordinating Council Secretariat (LCCS)
vii. Indigenous Peoples Education Office (IPsEO)

b. Atty. Alberto T. Escobarte, Director IV, is designated as OIC of the Office of the Assistant Secretary for Legal Affairs and is assigned to oversee the Legal Service (LS) and the Sites Titling Office (STO), jointly with OIC-Undersecretary Josephine G. Maribojoc, effective June 1, 2019.

2. In view of the aforementioned designation of Atty. Escobarte, the designation of Atty. Rhoan G. L. Orebia, Chief Administrative Officer, as OIC of the Office of the Assistant Secretary for Legal Affairs is rescinded. Atty. Orebia is designated anew as OIC of the Office of the Director IV, Legal Service, effective June 1, 2019.

3. Likewise, the designation of Atty. Suzette T. Gannaban-Medina as OIC of the Office of the Director IV, Legal Service, is rescinded and her assignment as Chief Administrative Officer, Administrative Division, Regional Office IV-B (MIMAROPA), is restored effective June 1, 2019.

4. This Memorandum modifies DepEd Memorandum No. 019, s. 2019 in all relevant parts.

5. Immediate dissemination of this Memorandum is desired.

In light of the resignation of Undersecretary Victoria M. Catibog effective March 18, 2019 (with leave of absence from February 12 to March 18, 2019) and other previous changes in the composition of the members of the Executive Committee of the Department of Education (DepEd), the following are the updates on the assignments of Undersecretaries and Assistant Secretaries:

Within the above assignments, the following are hereby instituted and clarified:

a. Assistant Secretary Escobedo is designated as OIC-Undersecretary in the place of Undersecretary Catibog.

b. Personnel Division (PD) is integrated under the BHROD: however, PD and EWD shall be supervised by OlC-Undersecretary Escobedo while OED, SED, and HRDD shall be supervised by Undersecretary Mateo.

c. Finance-Budget and Performance Monitoring and Finance-Disbursements and Accounting are reintegrated into the Finance Service.

d. School Sports Division is reintegrated with BLSS.

The Internal Audit Service (IAS) and International Cooperation Office (ICO) shall continue to report directly to the Secretary.

In anticipation of the implementation of the National Educators Academy of the Philippines (NEAP) Transformation, NEAP is hereby placed under the direct supervision of the Office of the Secretary.

Undersecretary Nepomuceno A. Malaluan shall continue to be the Chief of Staff of the Secretary. In addition, he shall be in-charge of special assignments and programs of the Secretary and DepEd’s representative to the Cabinet Assistance System (CAS).

The Secretary shall remain to be the main spokesperson of DepEd while Undersecretary Malaluan and Undersecretary Sevilla shall act as official spokespersons whenever the Secretary is not available, pursuant to DepEd Memorandum No. 096, s. 2018.

The Secretary, Undersecretaries and Assistant Secretaries (whether appointed or designated Officers-In-Charge/OICs) constitute the Executive Committee (ExeCom) of DepEd.

These assignments are instituted pursuant to the authority of supervision and control of the Department vested in the Secretary by the Administrative Code of 1987 and by Republic Act No. 9155 entitled Governance of Basic Education Act of 2001.

This Memorandum repeals DepEd Memorandum Nos.: 118, s. 2016; 166, s. 2016; 73, s. 2017; 204, s. 2017; and, 190, s. 2018.

All other issuances inconsistent with this Memorandum are hereby repealed or modified accordingly.

This Order will take effect upon issuance.

Immediate dissemination of this Memorandum is desired.
