Compliance with DepEd Policies on Food Safety in Schools

With the start of School Year 2016 – 2017, reminder is given on the need to strictly comply with the issued guidelines on food safety in school canteens as contained in DepED Order No. 52, s. 2008.

Paragraph 2 of the cited Order instructs Schools Division Superintendents to oversee the effective management of the school canteen and to underscore the responsibility of the school principal for any untoward incident that may happen in school due to non-compliance with school health policies and food safety guidelines.

Reminder is likewise made on the provisions of Subpar. 4.4 – 4.6 and 4.9, Paragraph 4 of DepED Order No. 8, s. 2007, which states, that:

4.4 Only nutrient-rich foods such as root crops, noodles, rice and corn products in native preparation, fruits and vegetables in season, and fortified food products labeled rich in protein, energy, vitamins and minerals shall be sold in the school canteen. Beverages shall include milk, shakes and juices prepared from fruits and vegetables in season.

4.5 The sale of carbonated drinks, sugar-based synthetic or artificially flavored juices, junk foods and any food product that may be detrimental to the child’s health and that do not bear the Sangkap Pinoy seal and/or did not pass BFAD approval is prohibited.

4.6 Iodized salt shall be used, in controlled quantity, in the preparation of cooked foods to ensure that the iodine requirement of the clientele shall be met and to eliminate iodine deficiency disorders. The use of monosodium glutamate (vetsin) shall be regulated.

4.9 Vendors shall not be allowed to bring in food items inside the school canteen/premises. Teachers and school personnel are likewise prohibited from selling food items within the school premises, except through the school canteen and unless authorized and covered by a written agreement with the school head/principal and/or the teachers’ cooperative.

Furthermore, Subpar. 5.6, Paragraph 5, supra, gives the following additional guidelines on the Adherence to Food Safety :

“5.6. Adherence to Food Safety

5.6.1. Food safety standards shall be strictly enforced and adhered to at all times by complying with the following:

(a) Availability of potable drinking water and hand washing facilities;
(b) Well-maintained, clean, well-ventilated and pest-free environment;
(c) Availability of food covers and containers for safekeeping;
(d) Hygienic practices on food preparation, cooking display, serving and storage”

To raise the level of consciousness of school children on the importance of food safety, basic messages and concepts must be integrated in selected subjects in the basic education curriculum. School heads and teachers should also encourage parents, through the Parent Teachers Association (PTA) in the school, to prepare nutritious and safe food for their children which they can eat during recess and lunch time.

The Schools Divisions Superintendent concerned, through the Principal of the school, upon the support PTA should also directly coordinate with the local government concerned to pass an Ordinance that will prohibit ambulant vendors to sell within fifty (50) meters from the school boundary.

  1. Thank you for this information po sir. This is very helpful.
    I just want to ask if there’s any DepEd memo po about prohibiting students to sell so little amount of foodie inside their classroom like biscuits, candies and just 25 pieces lumpia sometimes. As I’ve heard from students reasons of selling kasi is for them to have baon, buy their projects in school whenever they are required to produce one and to have their daily allowance out of their little income since their parents couldn’t provide it most of the time.

  2. Sobra naman! Paano kung yon lang ang trabaho ng parents ang magtinda ng pagkain habang nagaantay na lumabas ang anak mula sa school? Sa labas lang ng public school na nagtitinda ng foods may barangay business permit at meron din health certificate, still prohibited?

  3. French fries are not allowed in the school canteen… what if we will cook it using air fryer and will be using fresh potatoes?
    Can we then sell it in the school canteen?

  5. Your questions can be answered by DO 14 s. 2005 po sir.
    “School children should be advised to buy food and beverages only at the school canteen and be discouraged from going out of the campus to buy food items during school time. The recess period must be supervised by the class advisers.”
    Moreover, kayo po ang pwedeng mareklamo ng school through the LGU po. “School officials should seek the assistance of Local Government Units (LGUs) and Rural Health Units (RHUs)/Barangay Health Center (BHCs) in regulating the sale of food and beverages by ambulant vendors. Presidential Decree No. 856 also known as the Code of Sanitation of the Philippines, allows ambulant food vendors to sell only bottled drinks, biscuits and confectionaries and other pre-packed foods.They are prohibited to sell food that require utensils.” “The Schools Divisions Superintendent concerned, through the Principal of the school, upon the support PTA should also directly coordinate with the local government concerned to pass an Ordinance that will prohibit ambulant vendors to sell within fifty (50) meters from the school boundary.”

  6. Hello Sir! Good Morning. Meron lang po akong mga inquiry regarding your article. I’m Karl po. I own a sari-sari store, and soon will own a karinderia which is located just in front of a public school here in our locality. The school and their personnel are kinda envious of the fact that students buy at our store because we can sell stuff like carbonated drinks and chichiria and their school canteen can’t. So they prohibited children from going out to buy to our store. Then we overheard that they will also prohibit students from going out during lunch so that they can’t buy food in my future karinderia.
    My question for you po is the following:
    1. Is the school allowed to prohibit students from buying food during recess time?
    2. Is the school allowed to prohibit students to go out and buy viand and rice during lunch?
    3. Are we, the vendors in front of the school allowed to complain, and if so, where?

    Your reply to this issue is much appreciated. I also would appreciate it greatly if you can cite articles to support the answers.
