Attached is a Division Memorandum No. 137, s. 2019 from Dr. Imelda P. Macaspac, OIC-Schools Division Superintendent, DepEd Tarlac Province dated March 22, 2019, entitled “Information Dissemination About the Civil Service Commission Order on Spot Check and Prohibition on Playing Mobile Games During Office Hours”, which is self-explanatory, for the information and guidance of all concerned.
In a press statement dated 19 March 2019 posted in the Civil Service Commission Website, Commissioner Aileen Lourdes A. Lizada announced that she would do spot checks at any given hour of national government agencies and local government units nationwide to check services provided. She reminded that as government employees, it is our duty and responsibility to render effective and efficient services.
It was also stated that “the spot check is also a means to determine if the human resource policies crafted are implemented oil tire ground and to address gaps through feedback gathered, especially in the provision of frontline services. The Commissioner believes that frontline service units are crucial in improving the perception of clients of government efficiency as they are the first line of contact with the citizenry.”
Likewise, the CSC reiterated the prohibition on playing mobile games during office hours. Playing games during office hours, regardless of whether an employee uses government or personal tablet, computer, or mobile phone is not allowed.
Such commission of the act may be treated as Conduct Prejudicial to the Best Interest of the Service. Under CSC Resolution No. 1701077 or the Rules on Administrative Cases in the Civil Service (RACCS), government officials and employees found guilty of Conduct Prejudicial to the Best Interest of the Service for the first time will be suspended for six months and one day up to one year, and dismissed from the service on the second offense.
Be reminded that the Conduct Prejudicial to the Best Interest of the Service is, likewise, provided in the Department Order 49 series of 2006 otherwise known as the Revised Rules of Procedure of the Department of Education in Administrative Cases. DepEd Employees proven guilty thereof for the first time will be suspended for six months and one day up to one year, and dismissed from the service on the second offense.
