DepEd Guidelines on the Maintenance of Transparency Board for School MOOE and Procurement Activities

Attached herewith is an Unnumbered Memorandum dated February 2, 2018, from the Office of the Schools Division Superintendent ELIZABETH E. QUESADA, CESO V, DepEd Quezon City entitled, Guidelines on the Maintenance of Transparency Board for School MOOE and Procurement Activities.

GUIDELINES ON THE MAINTENANCE OF TRANSPARENCY BOARD FOR SCHOOL MOOE AND PROCUREMENT ACTIVITIES

In accordance with RA 9485 (Anti-Red Tape Act of 2007), all schools are mandated by law to have a TRANSPARENCY BOARD on School MOOE posting all school expenditures using the allocated funds. In addition to this, all DepEd Procuring Entities are likewise directed to post all their procurement activities (regardless of the method of procurement used), results thereof, and other related information as required under Section 8.2.1 of the IRR-A of Republic Act No 9184 also known as The Philippine Government Procurement Reform Act.

In view of this, all schools must maintain in their Transparency Board the following information:

  1. For Non-IUs, the latest School MOOE Liquidation Report through the Cash Disbursement Register (CDR) duly received by the Accounting Unit of the SDO. For IUs. the latest monthly, quarterly, semi-annual and annual financial reports duly received by the COA Resident Auditor and Cash Disbursement Register (CDR) duly received by the Accounting Unit for the liquidation of cash advances granted by the SDO.
  2. Financial Reports of Other Funds such as School Canteen Operations, PTA Funds, and donations, if any.
  3. Copy of PhilGEPS posting regardless of the method of procurement used and other related information such as notices, awards and reasons for the award, an invitation to Apply for Eligibility and to Bid and the results of bidding.
  4. Awards and recognition received such as Certificates of Recognition as a result of the commitment to transparency and accountability.

The TRANSPARENCY BOARD must be updated regularly and must be located in conspicuous places of the School.

The Accounting Unit and Public Schools District Supervisors (PSDS) shall be responsible for monitoring and ensuring the compliance of this policy.
