Emergency Measures in Response to the Marawi Situation

EMERGENCY MEASURES IN RESPONSE TO THE MARAWI SITUATION

Read: Mobilization of Support for Marawi

1. The recent armed conflict in Marawi City, which started last May 23, 2017, resulted in massive evacuation of the local population to nearby cities and municipalities.

2. Even in the face of emergencies, the Department of Education (DepEd) is committed to reach out to our learners wherever they may be, and to ensure that their education proceeds.

3. After consultation with key officials of DepEd in the Mindanao regions as well as of DepEd-ARMM, the following Emergency Measures in Response to the Marawi Situation are instituted to address the dislocation of basic education learners from their place of school, the significant security concerns in other affected areas, and other implications of the Marawi situation on school operations:

a. Opening of classes in the entire Division of Marawi City as well as in the Districts of Ditsaan Ramain I, Ditsaan Ramain II, Ditsaan Ramain III, Marantao I, Marantao II, Saguiaran I, Saguiran II and Saguiran III in the Division of Lanao del Sur I is postponed to June 19, 2017, unless further extended to a later date based on the recommendation of the relevant security agencies and in consultation with DepEd ARMM and the ARMM Government. The said schools may hold makeup classes on appropriate days and time to meet the required number of school days and if possible still end classes on the last day as provided in the School Calendar.

b. Where made necessary by security considerations, Division Offices or affected schools may recommend the adoption of reasonable measures, such as early dismissals, for approval by their respective Regional Offices.

c. All public schools where displaced students from Marawi City will seek to be accommodated are directed to accept these emergency transferees even with the unavailability or insufficiency of the required transfer credentials.

d. In order to track the emergency transferees, the receiving schools shall collect and record the relevant learner information, including their full name, age, address, and Learner Reference Number (LRN), if known, school of origin, receiving school, and such other information that will assist easy record reconciliation.

e. Division Offices with knowledge of evacuation centers within their respective areas are instructed to deploy available teaching or nonteaching personnel to conduct an inventory of school-aged children and, in consultation with the learners and their parents or guardians, facilitate their endorsement to receiving schools or the organization of other appropriate modes of instruction delivery.

f. Receiving schools and/or Divisions shall conduct a needs assessment to enable them to meet the requirements of the emergency transferees, including additional learning materials, teachers, psychosocial intervention, temporary learning spaces, and other special needs, and prepare a corresponding budget estimate for the provision of such needs.

g. All receiving schools and/or Divisions shall submit to their respective Division Offices the collected learners data, budgetary and in-kind requirements, and reports on actions taken, for consolidation and submission to their respective Regional Offices, and subsequently to the Office of the Secretary for any needed appropriate action. The said reports may include information on DepEd teaching and non-teaching personnel directly adversely affected by the Marawi situation,

h. The affected Divisions and schools shall facilitate and coordinate the updating of school records once the school operations in the affected areas have normalized.

i. The Disaster Risk Reduction and Management Service (DRRMS), in coordination with the relevant Regional and Division Offices, shall continue its gathering of field reports to determine all other relief and rehabilitation needs for endorsement to and action by the appropriate DepEd offices.

j. All Mindanao Regions are directed to coordinate with DepEd-ARMM and affected DepEd Regions and Divisions for any assistance they may extend.

k. The External Partnerships Service (EPS) at the Central Office is directed to mobilize support from the private sector to augment the resources coming from DepEd, through the applicable mechanisms under existing laws, rules and/or regulations.

4. The Office of the Secretary shall continue to monitor developments arising from the Marawi situation, coordinate with DepEd-ARMM and DepEd field units, and undertake such other actions and initiatives as needed.

5. Immediate dissemination of this Memorandum is desired.

ADDENDUM TO DEPED MEMORANDUM NO. 98, S. 2017
(Emergency Measures in Response to the Marawi Situation)

1. Relative to DepEd Memorandum No. 98, s. 2017 entitled Emergency Measures in Response to the Marawi Situation, the Department of Education (DepEd), in consultation with DepEd ARMM and the ARMM Government and upon the recommendation of the relevant security agencies, postpones indefinitely the opening of classes in the entire Division of Marawi City, as well as in the Districts of Ditsaan Ramain I, Ditsaan Ramain II, Ditsaan Ramain III, Marantao I, Marantao II, Saguiran I, Saguiran II, and Saguiran III in the Division of Lanao del Sur, in light of the continuing security considerations in the area.

2. Opening of classes in the abovementioned areas will be decided and announced in consultation with DepEd-ARMM and the ARMM Government, and upon the recommendation of the relevant security agencies.

3. All other provisions of the said Memorandum remain in effect.

4. Immediate dissemination of this Memorandum is desired.
