House Bill Seeks to Provide 30 GB Mobile Data Allowance for Teachers

Section 9, Article II of the 1987 Constitution provides:

“The State shall promote a just and dynamic social order that will ensure the prosperity and independence of the nation and free the people from poverty through policies that provide adequate social services, promote full employment, a rising standard of living, and an improved quality of life for all. ”

In order to assist our teachers in the fulfillment of their noble profession of instilling life skills and values to our schoolchildren and to better recognize and appreciate their contributions to nation-building, it is incumbent upon the State to shall provide mobile data allowance for every public school teacher to facilitate decent and portable access to internet connection thereby improving learning instruction.

This measure seeks to provide a Mobile Data Allowance in the amount that corresponds to the monthly data consumption of 30 GB with a minimum speed of 5 Mbps is hereby authorized to be given to all qualified public school teachers.

AN ACT PROVIDING FOR MOBILE DATA ALLOWANCE FOR ALL PUBLIC SCHOOL TEACHERS AND APPROPRIATING FUNDS THEREFOR

Be it enacted by the Senate and the House of Representatives of the Philippines in Congress assembled:

SECTION 1. Short Title. – This Act shall be known as the “Mobile Data Allowance for Public School Teachers Act'”

SEC. 2. Declaration of Policy. – It is hereby declared the policy of the State to promote the right of all citizens to quality education at all levels and shall take appropriate steps to make such education accessible to all.

In order to provide our school children quality education and to ensure that our teachers are given the support they need in the undertaking of their profession, the State shall provide mobile data allowance for every public school teacher to facilitate decent and portable access to internet connection thereby improving learning instruction.

SEC. 3. Mobile Data Allowance. – A Mobile Data Allowance in the amount that corresponds to the monthly data consumption of 30 GB with a minimum speed of 5 mbps is hereby authorized to be given to all qualified public school teachers.

SEC. 4. Coverage. – This Act shall cover all public school teachers who are engaged in actual classroom teaching in both elementary and secondary public schools.

SEC. 5. Appropriations. – The amount necessary to carry out the provisions of this Act shall be included in the annual General Appropriations Act.

SEC. 6. Periodic Review of the Teaching Supplies Allowance. – The Secretary of Education shall conduct a periodic review of the Mobile Data Allowance every three (3) years, and if warranted, recommend adjustments in the amount of allowance as may be necessary,

SEC. 7. Implementing Rules and Regulations. – Within sixty (60) days from the effectivity of this Act, the Department of Budget and Management, in consultation with the DepEd, shall promulgate the necessary rules and regulations to effectively implement the provisions of this Act.

SEC. 8. Separability Clause. – If for any reason, any provision of this Act is declared unconstitutional or invalid, such parts or portions not affected thereby shall remain in full force and in effect.

SEC. 9. Repealing Clause. – All laws, executive orders, presidential decrees, issuances, rules and regulations or parts thereof inconsistent with the provision of this Act are hereby repealed or modified accordingly.

SEC. 10. Effectivity. – This Act shall take effect fifteen (15) days following its publication in at least two (2) newspapers of general circulation or in the Official Gazette.
