Flexible Teaching Schedule of Mobile Teachers and District ALS Coordinators

To ensure quality implementation of Alternative Learning System (ALS) and promotion of its programs, projects and activities in all target areas, the Mobile Teachers (MTs) and District ALS Coordinators (DALSCs) are deemed to be committed and flexible teachers in delivering ALS program using different teaching hours and summer days.

TeacherPH reiterates the policy on following Flexible Teaching Schedule Without Summer Vacation and Different Teaching Hours of the MTs and DALSCs to meet the various learning needs of the learners as stated under statement No. 7 of DepEd Order No. 64, s. 2011 (Equal Opportunities and Standard Implementation of DepEd Policies for the Alternative Learning System (ALS) Implementors), which read as, “As a Teacher who follows a flexible teaching schedule without summer vacation and different teaching hours to meet the learning needs of the ALS learners, the Mobile Teacher/DALSC is entitled to earn leave credits and avail of the privilege of monetization of leave credits.”

MTs and DALSCs shall report to their respective Community Learning Centers (CLCs) and shall maintain and observe the eight (8) hours a day or 40 hours a week of working in the CLC as supported under Article 83 of the Labor Code of the Philippines, which read as, “The normal hours of any employee shall not exceed eight (8) hours a day”, and article 84 stated as, “Hours work shall include (a) all time during which an employee is required to be on duty or to be at a prescribed workplace; and (b) all time during which an employee is suffered or permitted to work. Rest periods of short duration during workdays hours shall be counted as hours’ work.”

Mobile Teachers (MTs) and District ALS Coordinators (DALSCs) who have organized group of out-of-school children, youth and adult (OSC/OSY/OSA) learners and extended teaching services during summer and Christmas vacation to facilitate regular ALS learning sessions following the ALS Calendar of Activities shall be compensated with the privilege to earn leave credits and avail of monetization of leave credits per Item No. 1 of (DepEd Order No. 34, s. 2012) (Addendum to DepEd Order No. 64, S. 2011 (Equal Opportunities and Standard Implementation of DepEd Policies for the Alternative Learning System (ALS) Implementors), which read as, “Availment of such privilege must be pursuant to the guidelines prescribed under MEC Memorandum No. 12, s. 1982 entitled “Accumulation and Crediting of Leaves” and DECS Order No. 51, s. 1997 entitled “Amendatory Rules and Regulations Governing the Monetization of Leave Credits of Government Officials and Employees,” and in accordance with existing labor laws in the Philippines.”

SAMPLE ALTERNATIVE LEARNING SYSTEM (ALS) CALENDAR OF ACTIVITIES

January to December

  1. Enrolment (Enrollees are admitted anytime, Orientation and filing up of RPL, FLT, compentency checklist & LLA forms should be administered)
  2. Organizing of learning group (Organized learning group is composed of non-completers in the previous years and new recruit learners)
  3. Official resumption of regular learning intervention for the calendar year (Competencies to be taught to individual-learner should be based from LLA)
  4. Conduct of regular learning sessions (Learning intervention continues until the individual learning goals of the learners are obtained)
  5. Submission of updated number of enrollees and completers (Exclude data that is already submitted in the previous report)
  6. Conduct preparatory intervention classes for the A&E completers and non-passers in the previous A&E tests for at least twice a month (Preparatory intervention continues until such time the annual A&E test is conducted)
  7. Conduct of A&E Test (Schedule of the test may vary)
  8. ALS Advocacy (Conducted at least once in a quarter)
  9. Conduct validation of mapped-out out-of-school children (OSC), youth (OSY) and adults (OSAs) (validate status of the OSC, OSY, OSA)
  10. Submission of updated number of OSC/OSY/OSA per baragay (Number of mapped-out OSC OSYs OSAs enrolled, completed and passed the A&E test, no. of newly mapped-out OSC OSY OSA should be reported.)
  11. Conduct of Graduation Program for A&E Elementary passers or Moving up Ceremony for A&E Junior High School passers (Conduct of the activity may vary based on the release of A&E Test result)
