Payment of Service Recognition Incentive (SRI) per Administrative Order No. 19, Series of 2019

Herewith is a DepEd Memorandum OUF-2019-0402 dated December 17, 2019, entitled “Payment of Service Recognition Incentive (SRI) per Administrative Order No. 19, Series of 2019”, from Annalyn M. Sevilla, Undersecretary for Finance, DepEd Central Office, which is self-explanatory for information and guidance.

This is to reiterate the provision under Section 4 of Administrative Order No. 19, s. 2019 which pertains to the funding source of the SRI for employees in the Executive Departments and as contained in a Memorandum No. OUF-2019-0374 dated December 4, 2019, to wit:

  1. Miscellaneous Personnel Benefits Fund (MPBF) under the FY 2019 General Appropriations Act (GAA) to fund a portion of the SRI in the amount of Seven Thousand Pesos (PhP7,000.00) for each employee; and
  2. Available RELEASED Personnel Services allotments of the agency for the remaining Three Thousand Pesos (PhP3,000.00) for each employee. And in the event that the available released PS allotments are insufficient to fully cover the remaining Three Thousand Pesos (PhP3,000.00) per employee, a lower but uniform amount shall be paid to all qualified employees of the agency.

Inasmuch as we are still in the process of pooling the available PS savings as generated by all DepEd operating units to cover the PhP3,000.00 portion of the SRI per employee to arrive at a uniform rate to all DepEd teaching and non-teaching employees in the actual payment thereof, the payment of the PhP7,000.00 portion of the SRI per employee, which is chargeable against MPBF, shall be made first considering that the funds for the purpose will be released by the Department of Budget and Management (DBM).

Per DBM, the proposed tapping of the UNRELEASED PS allotments to fund the PhP3,000.00 portion of the SRI per employee is no longer feasible since A.0.19, s. 2019 explicitly provides that it should be sourced from RELEASED PS allocations only. The payment of such portion of the incentive shall be decided through a separate Memorandum as soon as this Office determines the actual re savings to be pooled and distributed per operating unit.

Since there are only seven (7) working days remaining for FY 2019, every DepEd unit is instructed to disclose whatever PS savings it has generated during the current year on or before December 19, 2019 thru the Budget Division, Finance Service, DepEd – Central Office. Kindly use the template provided in Memorandum No. OUF-2019-0374 (attached).

Grant of Service Recognition Incentive to Government Employees for Fiscal Year 2019

The Office of the President has issued Administrative Order No. 19 on December 2, 2019 authorizing the grant of a one-time Service Recognition Incentive (SRI) at a uniform amount not exceeding Ten Thousand Pesos (Php l0,000.00) for each government employee for the Fiscal Year 2019.

Sections 2 and 3 of the AO provide the condition on the grant of the SRI and exclusion from the grant of the said benefit, respectively.

Section 4 thereof provides the funding source of the SRI for employees in the Executive Departments, to wit:

  1. Miscellaneous Personnel Benefits Fund (MPBF) under the FY 2019 General Appropriations Act (GAA) to fund a portion of the SRI in the amount of Seven Thousand Pesos (PhP7,000.00) for each employee; and
  2. Available released Personnel Services allotments of the agency for the remaining Three Thousand Pesos (PhP3,000.00) for each employee. In the event that the available released PS allotments are insufficient to fully cover the remaining Three Thousand Pesos (PhP3,000.00) per employee, a lower but uniform amount shall be paid to all qualified employees of the agency.

Considering that the PhP3,000.00 is chargeable against available balance of the 2019 PS allotments, it is inevitable to pool available PS savings to arrive at a uniform rate of the SRI to all qualified DepEd teaching and non-teaching personnel pursuant to Section 4.a.ii of A.O. No. 19. The savings to be pooled shall already be net of outstanding obligations for payment of unpaid personnel benefits that should be settled until the end of December 2019.

In this connection, please submit on or before December 9, 2019 to the Budget Division, Finance Service, DepEd Central Office, a report on the funding requirement for the SRI indicating therein the funding sources (by P/A/P) for the PhP3,000.00, using the attached format labeled as Annex “A”.

Furthermore, we will be exploring the possibility of requesting the Department of Budget and Management (DBM) for an authority to tap unreleased 2019 PS appropriations to augment whatever PS savings that DepEd would be able to generate to cover the PhP3,000.00 portion of the SRI. Hence, please also submit to the Budget Division on December 9, 2019 a report on unreleased PS appropriations, by P/A/P.
