Resolving Software Piracy Issues in Schools and the Division Office

Attached is Memorandum Circular 115, s. 1995, re: “Directing All Departments and Agencies and Instrumentalities to Legalize their Computer Software”, content of which is self-explanatory, for information and strict compliance.

As a government institution, it is incumbent for us to comply with this mandate as we serve as role models of the community.

To initially comply, all desktop and laptop computers issued to all division personnel and schools should be upgraded to a newer version of the Windows operating system. Microsoft is currently offering a free upgrade to Windows 10, inclusive of a perpetual license, until July 29, 2016 only.

The free upgrade should cover 100% of desktops and laptops in the division office and schools with hardware requirements suitable to Windows 10:

  • Processor: 1 gigahertz (GHz) or faster processor
  • RAM: 1 gigabyte (GB) for 32-bit or 2 GB for 64-bit
  • Hard disk space: 16 GB for 32-bit OS 20 GB for 64-bit OS
  • Graphics card: DirectX 9 or later with WDDM 1.0 driver
  • Display: 800×600

The DepEd Computerization Program (DCP) packages and devices with OEM software are not included.

School ICT coordinators are requested to devise a strategy to execute the upgrade considering Internet speed (for online updates) and disk installation.

Issues on productivity tools, knowledge support software and other similar applications, and corresponding licenses are carefully evaluated and explored for future implementation.

DIRECTING ALL DEPARTMENTS AND AGENCIES AND INSTRUMENTALITIES TO LEGALIZE THEIR COMPUTER SOFTWARE

In line with the national policy to effectively enforce the Intellectual Property Rights (IPR) Law which will advance our national interest in promoting creative and innovative activity as well as improve conditions for investment, trade and technological development, all government departments, agencies and instrumentalities, including government owned or controlled corporations, are hereby directed to acquire only legitimate/licensed computer software.

It is also imperative that softwares be standardized and rationalized to achieve cost effectiveness.

The Department of Trade and Industry, the National Computer Center, the Department of Budget and Management and other relevant government agencies are directed to work out in coordination with the National Information Technology Council (NITC) the appropriate programs, guidelines and arrangements to enable all agencies to comply with this Circular. The Office of the President should be apprised on a quarterly basis of the results of the implementation of this Circular.
