2019 Schools Division Superintendents Examination

The Schools Division Superintendents Examination, also known as the Educational Management Test (EMT), is a prerequisite exam for appointment to Assistant Schools Division Superintendent (ASDS) and Schools Division Superintendent (SDS) positions.

As stated in DepEd Order No. 88, s. 2012, the EMT is taken every five (5) years unless otherwise recommended by the DepEd Executive Committee. The National Education Testing and Research Center (NETRC), together with the appointed Board of Examiners, is in charge of managing and conducting the EMT.

CONDUCT OF THE SCHOOLS DIVISION SUPERINTENDENTS EXAMINATION

1. The Schools Division Superintendents Examination, otherwise known as the Educational Management Test (EMT) shall be administered by the Department of Education (DepEd) every five years unless otherwise recommended by the DepEd Executive Committee due to existing vacancies. The date of examination shall be determined by the said Committee as per recommendation of the Board of Examiners and shall be announced in a separate Memorandum.

2. The National Education Testing and Research Center (NETRC) shall manage the development and conduct of the examination together with the Board of Examiners to be appointed by the DepEd Executive Committee.

3. Passing the EMT shall be a prerequisite for appointment to Assistant Schools Division/City Superintendent (ASDS) and Schools Division/City Superintendent (SDS) positions. The passing grade for the EMT shall be 75%.

4. The regional, division and district supervisors, public elementary and secondary schools principals, division chiefs in the bureaus/centers/services in the Central Office and regional offices, administrators and professors in the private colleges and universities who hold Certificate of Registration as professional teachers issued by the Professional Regulation Commission (PRC) shall be allowed to take the test. They must possess the following qualifications and must submit the corresponding requirements:

5. The guidelines and deadlines in the filing and processing of application forms shall also be announced in a separate Memorandum.

6. The DepEd Executive Committee and the Board of Examiners have determined the amount of Two Thousand Pesos (P 2,000.00) as registration fee for the 2013 EMT to defray expenses for the printing of test booklets, answer sheets and certificate of ratings, processing of test results, traveling expenses of room examiners/proctors, supplies and materials, and other incidental expenses.

7. The professional fees of those involved in the development and conduct of the examination shall also be sourced out from the registration fees.

8. The registration fees shall be remitted to the Land Bank of the Philippines (LBP)-NETRC Trust Account.

9. Immediate dissemination of this Order is directed.

ADMINISTRATION OF THE 2015 SCHOOLS DIVISION SUPERINTENDENTS EXAMINATION

1. As per DepEd Order No. 88, s. 2012, entitled Conduct of the Schools Division Superintendents Examination, the Department of Education (DepEd), through the National Education Testing and Research Center (NETRC) will administer the 2015 Schools Division Superintendents Examination, also known as Educational Management Test (EMT) on May 17 (Sunday) at the Fort Bonifacio High School located at the J.P. Rizal Extension, West Rembo, Makati City.

2. Regional, schools division and district supervisors, public elementary and secondary school principals, division chiefs in the bureaus/centers/services and in the central and regional offices, and administrators and professors in the private schools, colleges and universities, who hold Certificate of Registration as professional teachers issued by the Professional Regulation Commission (PRC) shall be allowed to take the test upon filing of applications.

3. Applicants must possess the following qualifications and submit the corresponding requirements:

4. The examination shall cover the following domains:

a. Policy Action and Strategic Planning (PASP);

b. Curriculum Reform, Management, and Evaluation of Learning Outcomes (CRMELO);

c. Research and Evaluation (RE);

d. Educational Leadership and Management (ELM); and

e. Integration (Essay).

5. The following steps shall be strictly observed:

a. Applicants must accomplish the enclosed application form and submit it to the schools division office (SDO) together with the required documents;

b. Applicants must pay the registration fee of Two Thousand Pesos (P 2,000.00) to the division collecting officers;

c. The SDS shall evaluate the documents from the applicants and submit the list of qualified applicants with their duly validated documents to the Personnel Division, Central Office (CO) on or before May 1, 2015 (Friday);

d. All EMT registration fee collections (supported with an official list of examinees certified by the SDS) shall be remitted intact to the Cash Division, CO either through cash or demand draft. Likewise, the designated NETRC Collecting Officer shall issue an official receipt (OR) to acknowledge receipt of collections. Qualified EMT applicants may pay directly to the Cash Division, CO; and

e. Collections shall be deposited to the Land Bank of the Philippines (LBP)-NETRC Trust Account to partially cover the expenses which will be incurred in the implementation of the said testing project such as printing of test materials, travel expenses of monitors, supplies and materials and other incidental expenses.

6. Examinees are required to be at the testing venue at least one hour before the start of the examination which shall be at exactly 8:00 a.m.

7. Disbursements, which are chargeable to said collections, shall be subject to the existing auditing and accounting rules and regulations.

CHANGE IN AND ADDITIONAL INFORMATION TO DEPED MEMORANDUM NO. 30, S. 2015

1. Relative to DepEd Memorandum No. 30, s. 2015 entitled Administration of the 2015 Schools Division Superintendents Examination, the designated Officers-In-Charge of the Office of the Assistant Schools Division Superintendents (OIC-ASDSs) are included as qualified test applicants.

2. Further, the following changes have been made to the said DepEd Memorandum:

a. The applicants must possess the qualifications and must submit the corresponding requirements under experience and age.

ANNOUNCEMENT ON THE QUALIFIERS IN THE 2015 EDUCATIONAL MANAGEMENT TEST (EMT)

1. The Department of Education (DepEd) announces the results of the 2015 Schools Division Superintendents Examination otherwise known as the Educational Management Test (EMT) which was administered at Fort Bonifacio High School, Makati City on May 17, 2015.

2. Upon consideration of the number of unfilled vacancies for Assistant Schools Division Superintendents (ASDSs) a new passing grade of 62% is hereby set. This revises the passing grade of 75% as stipulated in DepEd Order No. 88, s. 2012 entitled Conduct of the Schools Division Superintendents Examination.

3. A total of 94 out of the 541 examinees passed the examination.

4. Enclosed is the list of the 2015 EMT Qualifiers. This will also be available at the DepEd website: www.deped.gov.ph. Individual Certificates of Rating (CORs) will be issued through the National Education Testing and Research Center (NETRC).

5. Immediate dissemination of this Memorandum is desired.
