ADMINISTRATION OF THE SOUTHEAST ASIA PRIMARY LEARNING METRICS (SEA-PLM) 2019 MAIN SURVEY

The Department of Education (DepEd), through the Bureau of Education Assessment (BEA), will administer the Southeast Asia Primary Learning Metrics (SEA-PLM) 2019 Main Survey in February 2019. This is pursuant to DepEd Order No. 29, s. 2017 entitled Policy Guidelines on System Assessment in the K to 12 Basic Education Program.

SEA-PLM shall generate data on learners’ performances within countries and across the region, and help promote common standards and regional collaboration. It considers the ASEAN context including the 21st Century skills, attitude and values.

As a regional assessment, SEA-PLM aims to measure the learning outcomes of Grade 5 pupils in Reading, Writing, Mathematics and Global Citizenship, reflecting ASEAN Values. Background Questionnaires for sample pupils, parents, teachers and school heads shall also be administered to gather information on social and educational contexts. The mode of administration of all SEA-PLM instruments is in paper-and-pencil format.

The results of SEA-PLM 2019 Main Survey intend to provide DepEd an additional tool in evaluating the effectiveness of the K to 12 Curriculum and its delivery systems particularly in informing and supporting education policy decisionmaking, identifying the areas of weaknesses in the educational system, utilizing results as benchmarks in gauging school effectiveness and determining alignment with regional standards.

A total of seven countries in the ASEAN Region, including the Philippines, are participating in SEA-PLM 2019, which is the first cycle of the regional assessment.

There will be a total of 16 regions, 126 schools divisions and 173 schools participating in the SEA-PLM 2019 Main Survey. The multistage sampling was a collaboration of BEA and the international contractors. The sample schools and corresponding replacement schools by region and schools division are provided in the enclosure.

The main survey shall be conducted in three batches as indicated in the table below. Moreover, the specific assessment dates per school were determined by BEA and the concerned field testing personnel.
