Blatant Violation of DO No. 19, s. 2008 & DO No. 3, s. 2018

The Office of the Undersecretary for HROD, Planning and Field Operations issued Show Cause Order for Ten (10) Public Schools (1st Batch) for blatant violation of DepEd Order No. 19, s. 2008 (No Collection Policy) and DepEd Order No. 3, s. 2018 (Enrollment Policy – No Holding of Document Due to Unpaid Voluntary Contribution).

We encourage teachers and other partners to report to us and send a scanned copy of clearance/evidence of illegal mandatory collections being implemented thru issuance of financial clearances to ps.od@deped.gov.ph.

Show Cause Order for Ten Public Schools for Blatant Violation of DO No. 19, s. 2008 & DO No. 3, s. 2018

This is to inform you that we received through email copies of Monitoring Slip which is essentially a Clearance with the name and official letterhead of the school you are currently assigned as school head showing that your school is engaged in collection of fees from each learner (Annex 1). This is a blatant violation of DepEd Order No. 19, s. 2008 – Implementation of No Collection Policy in All Public Elementary and Secondary Schools, which mandates that all forms of contributions including the authorized contribution are voluntary. Clearances that requiring the signature of designated collecting personnel in order to clear the learner of monetary obligations are evidence that the contributions being collected are compulsory.

In view of the foregoing, you are hereby directed to explain in writing within 72 hours upon receipt of this letter addressed to the undersigned, why we should not charge you administratively.
