Nature & Concept of 2018 Barangay and Sangguniang Kabataan Elections

The 2018 Barangay and Sangguniang Kabataan Elections (BSKE2018) scheduled on May 14, 2018 shall be non-partisan, expeditious and inexpensive as provided for in Section 38, Article VI of BP 881. The conduct of elections shall be MANUAL, and the public/private school teachers who will conduct the voting and counting will now be referred as Electoral Board (RA 10756).

There should be one (1) Electoral Board for every clustered precinct composed of the Chairperson, Poll Clerk and Third member who must all be qualified, willing and available. They are responsible for the following:

  1. Conducts voting and counting for Barangay and SK elections;
  2. Prepare the Election Returns (ERs);
  3. Announce results in the precinct;
  4. Submit the ERs to Board of Canvassers, if mono precinct, convert into Barangay Bo aid of Canvassers (BBOC)

Under Republic Act No. 1076 otherwise knowns as the Election Service Reform Act (ESRA), election duties shall no longer be compulsory to public school teachers. Thus, the order of preference for appointment to the Elector al Board are as follows:

Right of Preference — Public School Teachers

Qualified Substitute (on call provisions, Sec. 8 of COMELEC Resolution 10211):

  • Private School Teachers;
  • National Government Employees (excluding uniformed personnel of DND and PNP);
  • Accredited citizen’s arms or other civil society;
  • Any registered voter of the city or municipality of known integrity and competence

Members of the Philippine National Police (PNP) may be deputized as Electoral Board:

  • When the peace-and order situation warrant;
  • There are no other qualified, willing and available persons

Age Bracket of Voters

  • 18 years old and above — Barangay voters
  • 15 to 30 years old — SK voters
  • Barangay voters 18-30 years old will automatically be included as SK voters

Official Ballots to be Issued

  • 31 and above — one (1) Official Ballot (barangay only)
  • 18-30 voters — Two (2) Official Ballots (barangay and SK)
  • 15-17 voters — one (1) Official Ballot (SK only)

On the other hand, DepEd’s School Calendar for School Year 2017-2018 (DepEd Order No 25, s. 2017) provides for the following dates which directly conflicts with the Barangay and SK Election Preparations since our public school teachers are the ones who are designated / appointed as Chair and Members of the Electoral Board:

  • 16 April 2018 to 25 May 2018 – Summer/Remedial Classes;
  • 14 to 18 May 2018 — Brigada Eskwela;

Specifically, there is be a need to adjust the date intended for Brigada Eskwela since public schools are utilized as Voting Centers and polling precincts every election. The period set forth in the DepEd School Calendar will directly coincide with the 2018 Synchronized Barangay and SK Elections, thus, an advisory to all field offices is necessary on this matter.

  • May 22, Tuesday – Inspection of School Recipients of Brigada Eskwela sa Marawi
  • May 23, Wednesday, 1st Year Anniversary of Marawi Siege – Closing of Brigada Eskwela sa Marawi and Launching of Oplan Balik Eskwela sa Marawi
  • May 24, Thursday, General Santos City – Kick-off of National Brigada sa Eskwela
  • May 25-27, Friday-Sunday – National Brigada
  • May 28, Monday, to June 2, Saturday – Oplan Balik Eskwela

Proposed DepEd Activities for the 2018 Barangay and SK Elections

1. Signing of a Memorandum of Agreement (MOA) between DepEd and COMELEC

  • To protect and promote the’ welfare of the public school teachers, principals, supervisors, and other employees of DepEd who will serve during the 14 May 20IS Barangay and SK Elections and to ensure that the law is observed with regard to their honoraria, allowances and other benefits.

2. Re-establishment of the DepEd Election Task Force and Monitoring Center

  • Ensure that public school teachers shall be provided with adequate information, technical and legal assistance in the course of the performance of their duties as members of the Electoral Board as well as DepEd Non-teaching personnel and who will serve during the 14 May 2018 Barangay and SK Elections.
  • It will be set up at the Bulwagan ng Karunungan, DepEd Complex, Meralco Avenue Pasig City on 13 May 2018, 2 PM until 12NN of 15 May 2018. Regional and Division offices are also encouraged to set up their respective Task Force and Monitoring Center.
  • The DepEd Election Task force Operation Center shall serve as DepEd’s institutional link to volunteer organization individuals as well as partner agencies involved in the 14 May 2018 Barangay and SK Elections, i.e. PNP, DND-AFP, DILG.
