For the information and guidance of all concerned, enclosed is a copy of Memorandum Circular No. 85 dated October 23, 2015 from the Office of the President entitled Enjoining All Heads of National Agencies, Provincial Governors, City-Mayors and Municipal Mayors in Mindanao to Authorize Their Designated Public Relations and Information Officers to Attend and Participate in the 2015 Mindanao Communicators Congress and Workshop to be Conducted by the Mindanao Communicators’ Network, Inc. in Cooperation With the Mindanao Development Authority and the Presidential Communications Operations Office on 11-13 November 2015.

MEMORANDUM CIRCULAR NO. 85

ENJOINING ALL HEADS OF NATIONAL AGENCIES, PROVINCIAL GOVERNORS, CITY MAYORS AND MUNICIPAL MAYORS IN MINDANAO TO AUTHORIZE THEIR DESIGNATED PUBLIC RELATIONS AND INFORMATION OFFICERS TO ATTEND AND PARTICIPATE IN THE 2015 MINDANAO COMMUNICATORS CONGRESS AND WORKSHOP TO BE CONDUCTED BY THE MINDANAO COMMUNICATORS’ NETWORK, INC. IN COOPERATION WITH THE MINDANAO DEVELOPMENT AUTHORITY AND THE PRESIDENTIAL COMMUNICATIONS OPERATIONS OFFICE ON 11-13 NOVEMBER 2015

The Mindanao Communicators’ Network, Inc. (MindaComNet), is a network of government and non-government public relations and information officers, organized in 1999 for the purpose of networking activities for communication practitioners in the government and non-government organizations and the private sector in Mindanao. MindaComNet aims to enhance the professional growth of public and private communicators/public relations and information officers in Mindanao regions.

The MindaComNet was organized to serve as a mechanism for the promotion of the National Government’s peace and development efforts in Mindanao.

In order to achieve its purpose and objectives, the MindaComNet will conduct a congress and workshop on 11-13 November 2015 at Pryce hotel in Cagayan de Oro City.

All heads of government departments, bureaus and offices, including government-owned or -controlled corporations, government financial institutions, state colleges and universities and local government units in Mindanao, are enjoined to authorize their public relations/information officers to attend and participate in the 2015 Mindanao Communicators Congress and Workshop and similar activities on 11-13 2015 on official time with expenses such as transportation, per diems, registration fee, and other necessary fees/expenses at rates prescribed in accordance with existing policies of the Department of Budget and Management, the Commission on Audit, and the Civil Service Commission, chargeable against the funds of their respective, agencies/offices, and subject to the usual accounting and auditing rules and regulations.

This Circular shall take effect immediately.
