DepEd NCR Guidelines on the Provision of Text-Based Learning Resources for School Year 2021-2022

Enclosed is DepEd NCR Memorandum No. 344 s. 2021, dated 28 June 2021, from the office of Wilfredo E. Cabral, Director IV, Office of the Regional Director and OIC- Office of the Undersecretary, Human Resource and Organization Development re: Guidelines on the Provision of Text-Based Learning resources for SY 2021-2022, the content of which is self-explanatory and for the information, guidance, and compliance of all concerned.

The guidelines aim to set the standards and mechanisms in the provision of text-based learning resources in the implementation of BE-LCP.

Specific attention is invited to the enclosure of said Memorandum on Part III, Implementation, paragraphs 1 to 3 and Part IV, Utilization of Textbooks, paragraph 1.

Regional Guidelines on the Provision of Text-Based Learning Resources for School Year 2021 -2022

The Department of Education – National Capital Region (DepEd-NCR) issues the attached Regional Guidelines on the Provision of Text-Based Learning Resources for SY 2021-2022.

The guidelines establish the standards and mechanisms that will enable the Schools Division Offices to provide text-based learning resources to the learners in the continued implementation of the BE-LCP.

Rationale

The Regional Guidelines on the Provision of Text-Based Learning Resources is DepEd-NCR’s response to the challenge of ensuring the delivery of quality, accessible, relevant, and liberating education amidst the pandemic thru the establishment of mechanisms that will provide the learners increased access to quality text-based learning resources.

Likewise, these guidelines support the implementation of the Department’s Basic Education Learning Continuity Plan (BE-LCP) for School Year 2021-2022, for that seeks to ensure the provision of learning opportunities in a safe manner through various alternative learning delivery modes.

These guidelines aim to set the standards and mechanisms in the provision of text-based learning resources in the implementation of the BE-LCP. The learning resources serve as learning toolkits for learners where procedures, instructions, and other details are provided to aid the learning process, with the supervision of responsible adults along with the continuous monitoring and guidance of teachers.

Scope

The standards and mechanisms shall guide the officials and personnel at the Regional, and Schools Division Offices in the provision of text-based learning resources, in the continued implementation of the BE-LCP. These shall be implemented for SY 2021-2022.

Implementation

Learning Resources for Key Stage 1

The Schools Division Offices shall adopt their local LRs for Kinder to Grade 1, Quarters 1 to 4, observing the following protocols:

a. The LRs shall be subjected to quality assurance by the SDOs;
b. The adoption of the LRs shall be accompanied by a certification of the head of office that the same are free from copyright infringement issues, social content guidelines violations, and conceptual, factual, computational, grammatical, and technical design errors; and
c. The SDOs, in view of the certification of the head of office, shall assume full responsibility for issues and concern that may arise from its adoption.

Learning Resources for Key Stages 2-4

The Schools Division Offices shall adopt the DepEd CO SLMs available at the MS Teams, for Grades 4-6, 7-10 and Senior High School, Quarters 1 to 4. For the learning areas without CO SLMs, SDOs shall adopt their local LRs, observing the protocols stated above.

Printing of SLMs

The ready-to-print digital copies of the SLMs can be downloaded from the Microsoft Teams folder “Ready-to-Print SLMs.” The number of modules per learning area, and grade level, and the corresponding pages may be accessed thru this link https://bit.lv/3qYYYJe3, using a valid DepEd email (@deped.gov.ph).

Printing of SLMs shall comply with the existing standards issued by the Department and shall be eco-friendly and cost-efficient.

Relative to cost-cutting measures, SDOs may opt to remove the redundant pages (preliminaries) in the succeeding modules.

Utilization of Textbooks

Textbooks issued to the learners shall also be utilized, with SLMs as the backbone distance learning mechanism to accompany the same. In view of this, SDOs are advised to update their inventory of textbooks issued and retrieved from the learners.

Monitoring and Evaluation

The Regional Office thru the Curriculum and Learning Management Division – Learning Resource Management Section (CLMD-LRMS) shall monitor and evaluate the activities relative to the preparation of the LRs, and its utilization during the school year.
