In view of my personal leave of absence on March 15-16, you are hereby designated Officer-In-Charge of the Region on the said dates. As such, you are authorized to sign communications, memoranda, reports, vouchers, checks and other documents normally signed by the Regional Director. You are also expected to perform routine duties except concerning policy matters and promotion.
