June 15, 2016
Schools Division Superintendents
Division In-Charge of Private Schools Planning Officers
1. Prior to and at the opening of classes for this school year, the Region has been receiving requests for indorsement to the NETRC for validation examination of kindergarten pupils who studied in private schools without permit or from learning centers of the DSWD in the barangays.
Also, there are authorized/recognized private schools that have school ID but have not participated in the Learner’s Information System (LIS).
2. To address the matter and prevent the occurrence of the same in the next school year, the Division Offices are hereby advised to do the following:
a. Conduct a meeting among private schools to orient them about LIS and how to register with the system, advise them to register, and to obtain Learner’s Reference Number (LRN) for their pupils/students, among others.
b. Make representation and coordinate with the local DSWD for the said Office to officially advise the learning centers under their jurisdiction including the barangays, that five- year old learners should be enrolled as Kindergarten in DepEd schools or authorized non-DepEd schools pursuant to Republic Act No. 10157 (Kindergarten Education Act). Thus, no barangay learning centers under the DSWD should be enrolling pupils of such age.
3. Compliance is enjoined.
