DepEd’s ‘ETULAY’ Online Tutorials: A Way to Upgrade Teachers’ Instruction
In line with the continuous innovation projects of the Department of Education, its Information and Communications Technology Service-Educational Technology Unit (ICTS-EdTech) has provided a new offering to enhance the ability of learners to grasp, understand and enjoy their lessons in their virtual classes.
This is through the introduction of the so-called ETULAY Online Tutorials or simply ‘ETULAY.’ ETULAY combines the acronym for Educational Technology Unit (ETU) and ‘tulay,’ the Filipino term for bridge. ETULAY literarily means ‘bridging’ and DepEd has coined this term to refer to its online courses.
The program links the instructions of teachers to the related educational materials that are being produced on the internet by the Department. The activity uses the ‘remediation’ or the tutorial format using a streaming site.
DepEd ETULAY Objectives
ETULAY online tutorials were conceptualized on 04 January 2021 to support the different blended learning modalities of DepEd. The courses are contained in a tutorial web format with the following objectives:
- To guide learners in answering Self-Learning Modules (SLMs);
- To ensure that learners fully understand the important concepts using the vernacular means of communication;
- To assist teachers in the delivery of lessons by providing free downloadable presentation tools and tutorial format of lessons (remediation); and
- To promote the confidence of parents and guardians in facilitating distance learning.
ETULAY is also meant to help the parents and guardians as they guide the learners in the proper appreciation of lessons. This is to enable the students to absorb the concepts and skills shared by the teachers. It is noted that many parents and guardians end up answering the modules of the children for different reasons and circumstances.
ETULAY tells the parents how to supervise the children without adversely affecting the learners’ capability to develop independence when it comes to their studies.
The term ‘tutor’ is often referred to as someone being paid to render services to teach and assist. At DepEd, however, the tutors of ETULAY are powered by the spirit of ‘Bayanihan.’ The voluntary culture of ‘Bayanihan’ is what the Department wants to promote in the education sector, given the challenging environment that both the teachers and the students now contend with because of the COVID-19 pandemic.
DepEd ICTS-Ed Tech has ‘ETULAY tutors‘ who are devoted educators. They share their personal time to deliver free tutorial sessions to learners without disrupting their schedule for regular classes and duties as teachers.
DepEd Online Courses (ETULAY)
The DepEd Online Courses (ETULAY) are aired on the following social media accounts from Monday to Friday synchronously:

There are also weekly lessons based on the Most Essential Learning Competencies (MELC). The offerings in the ETULAY sessions are comprised of the following:
- Alternative Learning System (LSI – LS6) Elementary and High School
- MTB-MLE for Grade 1-3 (Tagalog, Ilocano, Cebuano & Kapampangan)
- Grade 1 – Grade 10 (All learning areas)
- Senior High School subjects
- Special Programs (SPED, ALIVE, Coding, Robotics, Financial Literacy, Digital Citizenship, Speech Program in Filipino and English, Storytelling Sessions, Reading and Math Remediation)
All videos streamed are recorded and uploaded in DepEd Commons so that they can be accessed asynchronously. The tutorials also form part of the Open Educational Resources (OERs) that can be used to upgrade the classroom/online instruction of teachers. The lessons are tagged according to weekly lessons.
The target of ETULAY for the future are the following:
- Conduct remediation program in Science, English and Math with t] use of different engaging online and gamified materials to help the performance of learners for the Programme for International Student Assessment (PISA).
- Conduct cyber-wellness program for parents and guardians.
- Hold a virtual Robotics and Internet of Things program for learners.
Below are examples of the weekly schedules of ETULAY online tutorials for some subjects simultaneously being conducted by the DepEd ICTS-EdTech. They are for students in Grade 1 to 10, Senior High School, and the Alternative Learning System. Remediation programs are also being held under the Special Offerings of the Department.
