Licensure Examination for Professional Teachers (LEPT) for Senior High School Provisional Teachers

This is to reiterate that there will be a Reopening of Online Application System (OAS) for the Licensure Examination for Professional Teacher (LEPT) for the 1170 Senior High School Provisional Teachers hired last SY 2016-2017 from September 6-10, 2021, to accommodate teachers who failed to register through OAS.

Please find the attached Memorandum DM-HROD-2021-0131 from Wilfredo E. Cabral, Regional Director, DepEd NCR and Officer-in-Charge, Office of the Undersecretary Human Resource and Organizational Development, Department of Education, DepEd Complex, Meralco Avenue, Pasig City and Resolution No. 1413, s. 2021 from the Professional Regulation Commission dated August 31, 2021, for information and immediate action.

Reopening of Online Application System (OAS) for the Licensure Examination for Professional Teachers (LEPT) for the 1170 Senior High School Provisional Teachers

In view of the upcoming Licensure Examinations for Professional Teachers (LEPT) on September 26, 2021, the Professional Regulation Commission (PRC), thru the issuance of PRC Resolution No. 1413 (Annex A), has granted our request to reopen its Online Application System (OAS) from September 6 to 10, 2021 to accommodate those whose names appear in the list of 1170 SHS Provisional Teachers (Annex B) but failed to register through the OAS. Such registration is necessary to be included in the September 26, 2021 LEPT.

As stated under PRC Resolution No. 1413, the necessary steps for filing are as follows:

  1. The applicant shall send an email to his/her assigned region/place of examination at least one (1) day before the intended date of application within the period of 6 to 10 September 2021;
  2. The Regional Office concerned shall schedule the applicant’s appointment within the prescribed period;
  3. On the day of appointment, the applicant shall be required to:

a. report personally to the assigned Regional Office;

b. bring his/her documentary requirements for examination; and

c. bring the prescribed examination fee;

  1. The Regional Office shall open an appointment slot for the applicant and shall require him/her to register at the OAS, submit the documentary requirements, and pay the prescribed examination fee; and
  2. A Notice of Admission shall be issued to those applicants who were able to comply with the needed documentary requirements.

In view of the foregoing, this Office respectfully requests for the immediate dissemination to the Regional and Schools Division Offices of PRC Resolution No. 1413 for information and compliance of all the affected 1170 SHS Provisional Teachers considering the limited time given to accomplish and submit all the necessary requirements for them to be eligible to take the LEPT on September 26, 2021. Further, PRC shall no longer entertain any application request beyond the specified period.

PRC RESOLUTION NO. 1413 Series of 2021

REOPENING OF THE ONLINE APPLICATION SYSTEM FOR THE LICENSURE EXAMINATION FOR PROFESSIONAL TEACHERS FOR SENIOR HIGH SCHOOL TEACHERS FIRST HIRED IN SCHOOL YEAR 2016-2017 AND WHOSE PROVISIONAL APPOINTMENTS ARE ABOUT TO EXPIRE BY THE END OF SCHOOL YEAR 2020-2021, AS ENDORSED BY THE DEPARTMENT OF EDUCATION

WHEREAS, the Commission issued Resolution No. 1283 (s. 2020) scheduling the licensure examinations for calendar year 2021 wherein the Licensure Examinations for Professional Teachers (LEPT) are scheduled on 28 March 2021 and 26 September 2021;

WHEREAS, the Commission issued Resolution No. 1311 (s. 2021) postponing the March 2021 LEPT and rescheduling the same to 26 September 2021;

WHEREAS, the Commission issued Resolution No. 1363 (s. 2021) dividing the number of LEPT examinees into four (4) batches, as follows:

a) First Batch on 26 September 2021, priority for first time takers and some repeaters will be accommodated in some regions on this batch on a first-come, first-served basis;

b) Second Batch on 30 January 2022;

c) Third Batch on 27 March 2022; and

d) Fourth Batch on 26 June 2022;

WHEREAS, due to the high number of examinees and the current measures to contain the spread of Coronavirus Disease 2019 (COVID-19), such as but not limited to minimum health standards and imposition of community quarantine, the Regional Offices recommended to close the Online Application System (OAS) for LEPT 2021 and to disallow additional applications for this examination;

WHEREAS, the Department of Education (DepEd) requested for the inclusion of 1,170 Senior High School (SHS) Provisional Teachers in the first batch of examinees in consideration of the expiration of their provisional appointments by the end of School Year (SY) 2020-2021;

WHEREAS, the Commission granted the request of DepEd only as to the SHS Provisional Teachers who have successfully registered through the OAS;

WHEREAS, the DepEd requested for the reopening of the OAS to accommodate the SHS Provisional Teachers who failed to register through it and for their inclusion in the 26 September 2021 LEPT; and

WHEREAS, Civil Service Commission issued Resolution No. 2100451 (s. 2021) granting the request of DepEd for the reappointment (renewal) of the provisional appointments issued to SHS teachers first hired in SY 2016-2017, for SY 2021-2022, in light of the postponement of the administration of the LEPT in 2020, subject to the following conditions;

  1. Proof that the affected provisional teachers have taken the LEPT at least once in the last five (5) years;
  2. Absence of available qualified LEPT eligible applicants in the DepEd Registry of Qualified Applicants, as certified by the Schools Division Superintendent; and
  3. Termination of provisional appointments when qualified LEPT eligible applicants become available and willing to accept the appointments.

WHEREAS, the Professional Regulatory Board for Professional Teachers and Licensure Office, in consideration of the above premises, recommend to the Commission the reopening of the OAS for the SHS Provisional Teachers.

WHEREFORE, the Commission RESOLVES, as it is hereby RESOLVED, to reopen the Online Application System from 6 to 10 September 2021 for the Senior High School Provisional Teachers first hired in SY 2016-2017 and whose provisional appointments are about to expire by the end of SY 2020-2021, as endorsed by the Department of Education. The necessary steps for filing are as follows:

  1. The applicant shall send an email to his/her assigned region/place of examination at least one (1) day before the intended date of application within the period of 6 to 10 September 2021;
  2. The Regional Office concerned shall schedule the applicant’s appointment within the prescribed period;
  3. On the day of appointment, the applicant shall be required to:

(3.1) report personally to the assigned Regional Office;

(3.2) bring his/her documentary requirements for examination; and

(3.3) bring the prescribed examination fee;

  1. The Regional Office shall open an appointment slot for the applicant and shall require him/her to register at the OAS, submit the documentary requirements, and pay the prescribed examination fee; and
  2. A Notice of Admission shall be issued to those applicants who were able to comply with the needed documentary requirements.

RESOLVED FURTHER, that those qualified Senior High School Provisional Teachers will be accommodated in the earliest possible batch depending on the availability in their respective assigned regions.
