Ratee, Rater, and Approving Authority in the RPMS

DepEd Order No. 2, s. 2015, or the Guidelines on the Establishment and Implementation of the Results-based Performance Management System (RPMS) in the Department of Education, establishes who the ratees are and their corresponding raters and approving authorities.   1. Is there a legal basis of DepEd Order or Memo that the Approving Authority, Validators can change the agreed rating of the rater (school head) and ratee (teacher)?
