Guidelines for the Reclassification of Regular Teacher to SPED Teacher Items

SPED Teacher

An elementary grades teacher who underwent formal training in Special Education at the national, regional and division level and who is presently teaching children of special needs shall be considered as SPED teacher.

1. Qualification Standards

1.1 SPED Teacher I (SG 13)

* Education – Bachelor’s Degree in Education with a minimum of 18 units of SPED at the graduate level

• 1 month summer training in SPED conducted at PNU, UP, YMCA Open College, Manila and other recognized institutions through the DepED or other NGO funding agencies shall be given a credit of 9 units.

* Eligibility – Appropriate civil service eligibility (PBET, LET, Teacher, RA 1080)

* Experience – 3 years experience in providing educational services to children with special needs

* Performance Rating – Very Satisfactory Performance for the last three years

1-2 SPED Teacher II (SG 14) – 38 units in Special Education at the masteral level

13 SPED Teacher III (SG 15) – MA in SPED or its equivalent

  1. Kelan pa ho itong guidelines na Ito? Kasi nag apply ho ako for spet3 meron ho ako 45units sa graduate studies for sped plus 21 years handling sped and A LAw graduate po ..Sabi sa division Hindi ako pwedi sa 3 infact maski sa 2 Hindi Kasi iba Yong guidelines na ginagamit..Ang basis nila kailangan lahat ng mag apply sped graduate sa bacalluriate…naguguluhan ako Kasi meron ako guidelines the po sa into.     May we know if there is new guidelines on the QS for Teachers applying for the reclassification of regular teacher item to Special Education Teacher item. I am asking this because the salary garde now of SPET 1 is SG 14. In the CSC website, SPET 1 is still SG 13.
    This will be our basis for Updating the DepEd Order Issued in 1998

Good day Sir thank you for this information because i am so much qualified if our division followed this guidelines of qualification standards from Teacher 1 to SpEd Teacher 1 but sad to say our Division HR informed us that there is a new CSC Office memorandum No. 65 s. 2018 which contain a new QS to be followed the ” 1995 Department of Education Qualification Standards Manual for Unique Positions Approved on June 28, 1995 by the CSC-NCR.” SpEd Teacher should be a baccalaureate in SPED kahit10 years na akong nagtuturo sa special children at kahit meron akong 18 units sa MEDSpEd at SpEd training for 2 months.

    • Hello po, i had the same tragic story. i checked all the guidelines and it really says that i’m qualified pero hindi pa din ako tinaggap for open ranking. saan po kaya nakikita ang CSC office memorandum no. 65 s 2018 at 1995 Department of Education Qualification Standards Manual for Unique Positions Approved on June 28, 1995 by the CSC-NCR
